Title: Heat output

When started outside to cure the stove it reached 700 degrees in 10 minutes.
Now it is installed and won't reach higher than 400 What did we do wrong?

This is a draft issue.

Keep damper shut and keep torch burning on pellets until it gets up to 400 or so. Keep the lid off where the torch goes for 30 minutes. If the stove doesn't take off then your roof could be affecting the draft, in this case you could put another 2' of pipe on it.

Yes, it has been on high sits at 400   Won't get hotter

Are you above your roof line? Probably not the pellets, it is a draft issue!
